「キャンセル待ちは約1000組です」
開始からわずか１年余りで、予約を取るのも難しいほどの人気となっている北海道南部の厚沢部町の取り組み、「保育園留学」。
地方の観光地などに滞在し、テレワークで働きながら休暇も楽しむ「ワーケーション」の1つですが、一緒に連れて行く子どもを安心して預けられるとして子育て世代から支持され、なかには「町に移住したい！」との声も出ています。
過疎化に悩む町にとって、保育園留学をきっかけとする移住は大きなチャンス。ただ、新たな課題も見えてきました。
過疎の町で保育園に“留学”!? 厚沢部町で新たなワーケーション

７割以上が移住に関心!?
「保育園留学」は、厚沢部町で1週間から3週間、移住体験をしながら、町内唯一の認定こども園「はぜる」に子どもを一時的に預けられるもので、町が民間と連携して実施している事業です。
子どもを安心して預けられる今までにないワーケーションの形だとして、おととし11月の開始以降、予約は常にいっぱい。これまでに150組の家族が利用しましたが、キャンセル待ちは約1000組に上るといいます。

“Nursery school study abroad” is a program where children can be temporarily entrusted to “Hazeru”, the only accredited nursery school in the town, while experiencing migration for 1 to 3 weeks in Assabu Town. business.
As an unprecedented form of workation where children can be left with peace of mind, reservations have always been full since the start of November. So far, 150 families have used it, but it is said that there are about 1,000 families on the waiting list.
さらに、利用者へのアンケートでは「もう一度利用したい」と望む人の割合が97％と、ほぼ全員がリピートを希望するほどの人気ぶり。厚沢部町への移住の関心も高く、「移住に興味をもった」と回答した人の割合は64％、「移住したい」と回答した人は4％と、あわせて7割を超えました。

過疎化に悩む町にとって、保育園留学をきっかけに移住を希望する人が増えることは町の活性化にもつながる大きなチャンス。町にとっては「すぐにでも移住してほしい！」と言いたいところですが、課題も見えてきました。それは移住の受け皿となる住宅の確保です。現在、町には保育園留学などの利用者が一時的に滞在できる施設が6棟ありますが、移住者が住めるような長期の滞在を想定して用意された住宅はまだありません。

Currently, there are six facilities in the town where users such as nursery school study abroad can stay temporarily, but there are still no houses prepared for long-term stays that immigrants can live in.
空き家を活用しよう
「移住者を受け入れたいが、いちから新しい施設を町が建設して準備するのは、予算的にも現実的ではない」
こうした中、目をつけたのが、空き家でした。町内には約200軒の空き家があり、これを移住者向けに活用できないかと考えたのです。
この日、町の職員と保育園留学を運営する企業の担当者が、町外れにある森林や小川に囲まれた1軒の空き家を訪れ、屋内外の様子を写真で撮影していきました。
所有者の男性によると、この住宅は築30年余りで、2年前に購入しましたが実際には利用しないまま空き家になっていたもので、町が活用したいと申し出たところ、「協力したい」と快諾したそうです。

On this day, town officials and the person in charge of a company that operates a nursery school abroad visited an empty house surrounded by forests and streams on the outskirts of the town and took pictures of the inside and outside of the house.
According to the male owner, this house is over 30 years old, and although it was purchased two years ago, it was vacant without being used. It seems that he readily agreed.

「住む場所がうちの町はなかなかないので、実際にそこまで手直ししなくても入れるような空き家を探して、長い期間で入れるような形の住宅を準備していきたい」
撮影した写真は空き家の情報に関する資料にまとめ、移住に関心がある保育園留学の利用者に提供します。もし移住を希望する人がいれば、空き家の所有者を紹介し、家賃などを直接交渉してもらう仕組みです。
町は、手始めに3軒の空き家からスタートし、利用状況を見ながら今後、活用する空き家を増やしていくかどうかを検討していくことにしています。

“There aren’t many places to live in our town, so I’d like to find a vacant house that I can move into without having to remodel it, and prepare a house that I can live in for a long time.”
The photographs taken will be compiled into materials related to information on vacant houses, and will be provided to nursery school study abroad users who are interested in relocating. If there are people who wish to move, they will be introduced to the owners of the vacant houses and have them directly negotiate the rent and so on.
The town will start with three vacant houses, and will consider whether to increase the number of vacant houses to be used in the future while monitoring the usage status.

「保育園留学を1年余りやってみましたが、たくさんの人に全国から途切れなく来ていただきました。その反響はとても大きなものがあり、町の関係人口を生み出すことに関しては、とても成果があったと思います。ただ、人は来るけどすぐに帰ってしまったり、関係人口を作ることだけで終わったりしてしまうのではなく、そこから実際に厚沢部町に来たいという人も受け入れられる態勢を両輪で動かしていくことが大事です。それができれば、この保育園留学がさらに良いものになっていくと思いますし、町にとっても当然いい形で現れてくるのかなと思っています」

However, instead of people coming to Assabu and leaving immediately, or simply creating a related population, we should be prepared to accept people who actually want to come to Assabu. If we can do that, I think this kindergarten study abroad program will become even better, and I think it will naturally manifest itself in a good way for the town as well.”
